In appreciation of the role of the IISSM as an Apex Body, the then Minister for Internal Security Shri Rajesh Pilot had in 1994 requested the IISSM to tender expert opinion for suitable changes to the Draft Bill for Regulation of Private Security Agencies already introduced in Parliament. Accordingly, an Expert Committee under the chairmanship of Mr. Raja Vijay Karan, former Director CBI & currently Executive Chairman, IISSM, had been set up. The recommendations of the Expert Committee had been duly sent to the government. The Bill could not make any headway for long. In the year 2000, the IISSM again took up the matter with the Ministry of Home Affairs and sent up revised recommendations for revising the Draft Bill. The Ministry also wanted to exchange views with some practising private security experts. The IISSM organised that as well. It was expected that the Bill would be presented at the last Budget Session of Parliament. This has not, however, happened so far. The Secretary in the Ministry of Home Affairs has again been requested recently for necessary action in the matter. The matter is being pursued.
