  This Newsletter appears in the backdrop of Madrid, the Fallujah, the murder of the Palestinian cleric and what not during the last few days. Taken together, is it not surprising we, that is, some of us, are still surviving? Is that because we have adopted special measures or because somehow got spared or because it is a pure act of His grace? We can indeed continue to debate without reaching anywhere near an answer. Or can some of you offer an answer? We shall gratefully share your views with readers.

It has been suggested we should try to put up an analysis of the situation, as seen during the month, instead of only collecting various pieces of information. We wish we could do that. Analyses are, however, cropping up everywhere - whether with or without bias. It is true collection at one place is simple but the totality of the picture that emerges helps, we humbly feel.

Once again, the Experience-sharing File has remained blank and that is despite our specific request to many. Frankly speaking, it puzzles us. It is said "attitude" makes us or should we say betrays us. Experience-sharing, we thought, would be beneficial to all in the security fraternity. One can render this service almost at no cost excepting taking the trouble to sit down for a while and jotting down a few lines from memory. Have we become so shy or indifferent to each other? The IISSM does not want any credit or glory on this account. It only wants to play its role as the catalyst between the members of the security fraternity and for the benefit of all other readers. Well, hope still lingers.
