  Judge strikes down USA Patriot Act

New York - January 27, 2004 - A US federal judge in Los Angeles struck down portions of the USA Patriot Act aimed at blocking support for foreign terrorist groups, in a setback for government anti-terrorism policies. The case before Judge Collins originated well before 9/11, and was brought by five organizations and two US citizens who were challenging the 1996 anti-terrorism law and seeking to maintain contacts with Kurdish and Tamil groups that the US had designated as terrorist organizations. They later added a challenge to the USA Patriot Act as well. Judge Collins previously struck down a "personnel" provision under the 1996 law that is similar to the one she struck down Monday. Last month, a federal appeals panel in San Francisco affirmed her rulings doing so.
