THIS IS HOW WE BEGAN IN 2007

Apart from areas afflicted with terrorist violence for long, the new theatre of operation have been reported from Brazil, Algeria, Philippines and Athens (Greece). Pakistan came into glare of terrorist violence of late. Russia has declared a terrorist alert at defence installations and transport networks across the country. More significantly, the British Army has reported on terrorist resorting to Google Earth Internet tool to pinpoint their attacks. Japanese have developed new technology to use radio waves to detect explosives.

The month of January did not augur well for security and intelligence fraternity in India. While the Left extremists continued their attacks, the United Liberation Front of Asom (ULFA) suddenly upped their operations, specially targeting non-Assamese Hindi-speaking population asking them to quit the State of Assam.

Private Security Industry in the State of North Carolina (United States) was invested with police powers, apparently in appreciation of the enormity of tasks before the law enforcement agencies. Such trend, it is reported, is likely to continue.

The big news in Nepal was that new Constitution has been approved and the rebel Maoists are now participating in Nepal’s Parliament.

And if one will be interested, the world’s smallest country, Sealand located in the North Sea is up for sale. Two ‘Lashkar’ conduits held at railway station

News Delhi – Two alleged conduits of the Lashkar-e-Taiba (LeT) have been arrested at the railway station here by the Special Cell of the Delhi Police. Two improvised plastic explosive devices were recovered from them. Joint Commissioner of Police (Special Cell) said the two were planning to plant a bomb in the crowded Paharganj Market near New Delhi Railway Station.

2 dead, 12 injured in bomb blasts in Bangkok

Bangkok – December 31, 2006 – A series of New Year’s Eve bomb blasts rocked the Thai capital Bangkok on Sunday, killing at least two people and injuring 12, the police said.

Blasts rock Brazil police complex

Three blasts have torn through a police warehouse used to store weapons in the Brazilian city of Sao Paulo, killing one officer and hurting three others.

The explosions were followed by a blaze, which is said to have completely destroyed the building as well as a number of vehicles used by riot police.

Taliban to step up attacks on foreign troops

Spin Boldak – January 2, 2007 – The Taliban will step up attacks on foreign troops in Afghanistan this year and kill anyone who negotiates with the government, a top rebel commander said on Tuesday. Taliban commander Mullah Dadullah said the new year would see more attacks on NATO and US forces. “Suicide and guerrilla attacks on NATO, American and coalition forces will continue and increase this year. The Taliban will inflict heavy casualties on them,” Dadullah told Reuters.

The International Council of Shopping Centers and George Washington University's Homeland Security Policy Institute are testing a new 14-hour training programme for the roughly 20,000 security guards that protect U.S. shopping malls. Although no U.S. shopping mall has ever been attacked by terrorists, at least two such plots have been disrupted during the past two years, including one this past Christmas, and the Homeland Security Department has classified shopping malls as "soft targets" for terrorism. The 14-hour training programme which represents the first standardized anti-terrorism curriculum for U.S. mall security guards--teaches guards to identify potential terrorists and to be aware of the effects of terrorist attacks.

At least 13 killed in Baghdad car bombs

Baghdad – January 4, 2007 – Two bombs exploded in Baghdad’s upscale Mansour neighbourhood on Thursday, killing people and wounding at least 25, the police said. An officer of the Mansour Police Station said two parked cars exploded one after another near a fuel station.

Plot to hit Infosys foiled

Bangalore – January 5, 2007 - On Friday, the police foiled an attempt by a suspected terrorist to attack IT major Infosys and the HAL airport in the city. The police party intercepted a passenger bus coming from Hospet near Jalahalli on the city’s outskirts and arrested 32-year-old Imran. The police recovered one AK-47, 300 rounds of ammunition, four AK-47 magazines and five hand grenades and some documents from his bag.

Five killed, 50 hurt in Sri Lanka bus blast

Colombo – At least five persons were killed and 50 others injured as an explosion rocked a passenger bus in which they were travelling from Nitambuwa to Girullah on the Kandy-Colombo highway on Friday evening. According to preliminary reports, the incident occurred around 6.30 p.m. Authorities said the bomb was fixed to a seat in the bus.

Egypt mission in Pak gets terror threat

Islamabad – January 8, 2007 – The Egyptian embassy in Pakistan has received a terror threat on telephone, a letter written to the Pakistan foreign ministry here said. The Egyptian diplomats have expressed their apprehension about their security and demanded the Pakistan government to enhance the security for the embassy staff and the office of the embassy.

U.S. to give $445 million to Protect Transit From Terrorism

Homeland Security Secretary Michael Chertoff announced Tuesday that some $445 million in anti-terrorism funding will be distributed to American cities and regions to prevent attacks on mass transit systems, ports, and chemical plants. Chertoff said that the recipients of the funding will be held accountable for how they use the money – they must create and submit plans showing how the funding will be used to protect critical assets. Of the $445 million, $201 million will go towards protecting railways and ports, $172 million will be used for protecting U.S. transit systems, $48.5 million will go towards protecting chemical plants and other critical facilities,, and $11.6 million apiece will go toward protecting trucking and intercity bus systems.

London man is banker for Al Qaeda: UK

The British and US governments have named a key Al Qaeda suspect in Britain as one of the terror group’s alleged bankers, Mohammed al-Ghabra, whose bank accounts have been frozen by the Bank of England. The American government has issued a statement “designating” al-Ghabra, who lives in east London, as someone “who provides material and logistical support to Al Qaeda and other terrorist organisations”.

Bus blast kills 15 in southern Lanka

Colombo – January 6, 2007 – At least 15 people were killed and 40 injured on Saturday, when a powerful blast ripped through a private passenger bus at Seeigama on the Colombo-Galle coastal highway in South West Sri Lanka. On Friday, there was a blast in a bus at Nittambuwa, on the Colombo-Kandy road, which left six dead and wounded 50 others.

Rocket fired at US embassy in Athens

Athens – January 12, 2007 – Suspected leftist guerrillas fired a rocket at the US embassy in Athens on Friday, but no one was hurt in the blast, the police and government officials said. The small rocket launched from across the street shattered windows and woke up residents in the central Athens area.

65 killed in Baghdad varsity attack

Dubai – Sixty-five people, including women, students and teachers, were killed and 110 injured on Tuesday, in a devastating twin suicide bombing at the gates of a university in Baghdad. The first attack was near the main gate of the Mustansiriya University where a car bomb exploded killing students awaiting buses to go home. A second explosion followed after a suicide bomber on foot detonated his explosives near the second gate, where crowds fleeing the first blast had begun to gather.

Suicide bomber kills 19 in Baghdad

Baghdad – January 18, 2007 – A suicide car bomber killed 19 Shias at a teeming Sadr City market on Wednesday, while gunmen in a predominantly Sunni neighbourhood of Baghdad shot up a convoy of democracy workers in an ambush that took the lives of an American woman and three bodyguards.

‘Pakistan continues to fuel jehad, terrorism’ – US journalist

Washington –An American foreign correspondent has reported that Islamabad continues to fuel jehad and terror as a state policy. Cariotta Gall, a New York Times was manhandled and punched on December 19, 2006, by Pakistani agents who broke into her hotel room in Quetta. Now, more than a month after the episode, Gall, having returned to the US, reports that there are many signs that Pakistani authorities are encouraging the insurgents, if not sponsoring them. An unnamed Western diplomat in Kabul told Gall that the Pakistanis are actively supporting the Taliban and he had seen an intelligence report of a recent meeting on the Afghan border between a senior Taliban commander and a retired colonel of the Pakistani ISI.

20 American troops killed in Iraq

Baghdad – In the deadliest day for US forces in two years, at least 20 American service members were killed in military operations including 13 who died in a helicopter crash and five slain in an attack by militants in the holy city of Karbala, military officials said. Five US soldiers were killed on Saturday night when militants attacked a provincial headquarters in the Shia Muslim holy city of Karbala. Three other soldiers were wounded repelling the attack.

Militants may use ‘toy planes’ to target VIPs during polls

New Delhi – January 21, 2007 –According to an intercept by intelligence agencies, militants planned to use “remote-controlled airborne aerodynamic modules” (RCAAM) to target the VIPs who would be busy campaigning in during forthcoming state elections. They can hit targets within a range of 300 to 900 metres, the sources added.

Bombings kill 78 in Baghdad

Baghdad – January 22, 2007 – At least 78 people were killed and more than 150 wounded on Monday after two nearly simultaneous bombs struck a predominantly Shia commercial area in central Baghdad. Monday’s first blast, a parked car bomb, tore through stalls of vendors peddling DVDs and second-hand clothes. Seconds later, a suicide car bomber drove into the crowd. Deputy Health Minister said at least 78 people were killed land 156 were wounded.

16 injured in J&K blast

Srinagar – January 22, 2007 – At least 15 pedestrians and a policeman were injured when militants tossed a hand grenade to target an Army convoy at Pattan along the Srinagar-Muzaffarabad road on Monday. The police and witnesses said that the assailants missed the intended target and the grenade fell on the road and exploded, wounding 15 civilians and the policeman.

Four Pakistan soldiers die in suicide bomb attack

Miran Shah – January 22, 2007 – A suicide car bomber attacked a military convoy in northwestern Pakistan, killing himself and at least four soldiers, an intelligence official said. The attacker had parked his bomb-laden car on the side of the road and detonated it when a patrol convoy passed by, damaging three pickup trucks. No one claimed responsibility for the attack.

‘Qaeda men in Iraq planned replay of 9/11’

Washington – In a bid to do a replay of the 9/11 attacks, militants allegedly linked to Al Qaeda in Iraq, planned to ease into the US through student visas, and planned to carry out attacks on American turf. Head of the US Defence Intelligence Agency recently testified that documents captured by coalition forces during a raid of safe house believed to house Iraqi members of Al Qaeda six months ago “revealed (AQI) was planning terrorist operations in the US”.

3 CRPF men killed, 3 hurt in J&K blasts

Srinagar – Three CRPF jawans were killed and two others injured in an Improvised Explosive Device (IED) blast in Pulwlama district of Jammu and Kashmir on Tuesday. In a separate incident, one BSF jawan sustained injury when terrorists hurled a hand grenade towards a BSF bunker.

5 LTTE operatives held with bomb-making consignment

Chennai – January 24, 2007 – The ‘Q’ Branch of the Tamil Nadu Police arrested five Sri Lankan Tamils, suspected to be LTTE operatives, while attempting to smuggle a truck with two tones of ball bearings used in the manufacture of explosives. “We believe all of those arrested are LTTE supporters and the ball bearings were meant for making explosives for use by the rebel group,” a senior police officer said.

Suicide bomber kills 26 in Baghdad

Baghdad – January 25, 2007 – A suicide car bomber struck a predominantly Shiite neighbourhood in central Baghdad on Thursday, killing at least 25 and wounding 54, the police said. At least 3 policemen were there among the dead.

16 killed in Iraq blasts

Baghdad – At least 16 Iraqis were killed and over 57 wounded on Friday in violence in Iraq, sources said. An explosive device killed 13 and injured 37 others in Central Baghdad. At least three were killed and 20 wounded in the bombardments of two villages near the city of Muqdadiyah, an Iraqi official said.

Afghan MP shot dead

Kabul – An Afghan MP was shot dead in Kabul on Friday, said the Interior Ministry. His body guard was injured in the incident. A suicide bombing targeted another MP on December 22 in Kabul, but he escaped unhurt.

Now, Al Qaeda in Algeria

London - Algeria’s main Islamist militant group has changed its name to Al Qaeda after getting the approval of Osama bin Laden on the Internet on Friday. Salafist group for Preaching and Combat, which has led an insurgency against Algeria’s secular government, said it was adopting the name Al Qaeda Organization in the Islamic Maghreb.

Blast at Peshawar mosque kills l0

Peshawar, January 27 – A bomb exploded near a Shiite Muslim mosque in Peshawar late Saturday, killing at least 10 people and wounding 35, the police said. The blast went off in the Qissakhwani Bazaar area from where the Shiites had been preparing to start their procession.

Increased security after blast kills 14 in Pakistan

Peshawar – January 28, 2007 – Pakistan ordered a federal probe and beefed up security on Sunday after a suspected suicide bomber killed 14 people, including two top police officers. On Friday, a suicide bomber blew himself up at the upmarket Marriott hotel in Islamabad, also killing security guard trying to prevent him from entering the building.

Suicide attack targeting Shia procession kills 2 in Pak

Islamabad – A suicide bomber on Monday blew himself up killing two people and injuring seven others in Pakistan’s Northwest frontier province. State run PTV said the suicide bomber intended to target a Shia procession taken out during Muharram. He reportedly refused to be searched and detonated explosives strapped to his body.

Suicide bombing returns to Israel

Eilat – January 29, 2007 – Palestinian suicide bomber killed three people in a bakery in the Red Sea resort of Eilat, the police said. Islamic Jihad and the Aqsa brigades said the bombing was a response to Israeli “attempts to defile Al Aqsa mosque” in Jerusalem, a reference to recent archaeological excavations.

40 Shia pilgrims killed on Ashura

Baghdad – Bombers killed 36 people in attacks on Shia worshippers marking the climax of the religious festival of Ashura near Baghdad on Tuesday and gunmen killed four in Baghdad’s south-western district of Bayaa. In the first blast, 13 people were killed, and 39 injured when a roadside bomb hit a procession of Shiites in the town of Khanaqin northeast of Baghdad, the police said. Shortly afterwards, a suicide bomber blew himself up among worshippers outside a Shia mosque in the town of Balad Ruz, killing 23 people and wounding 57. The gunmen who attacked pilgrims in Bayaa also wounded six.

Meghalaya: 3 blasts leave 13 injured

Shillong – January 3, 2007 – At least thirteen people were injured in three separate bomb blasts that rocked two districts – Khasi and Jaintia Hills – of Meghalaya since last night. The first blast occurred at around 9.00 p.m. at a garment shop located in Shillong’s Police Bazar and the other two following today afternoon at Ladrymbai in Jaintia Hills District.

16 killed in suspected ULFA strikes

Guwahati – January 5, 2007 - Suspected militants of United Liberation Front of Asom (ULFA) killed 16 people, mostly Hindi-speaking labourers, in raids across two eastern Assam district on Friday evening. Seven persons were confirmed dead in two cases of indiscriminate firing in Dibruagarh district, while at least nine died in three similar attacks, and a fourth bomb blast in adjoining Tinsukia district. Over 40 persons were injured.

48 killed in ULFA rampage

Guwahati/New Delhi - ULFA extremists orchestrated a three-hour orgy of violence in Upper Assam killing 48 people – mostly from Bihar and West Bengal – on Friday night. The violence continued on Saturday evening. Militants barged into Congress leader Ajit Deori’s house in Mohong village, bordering Arunachal Pradesh, and shot him dead. In nine near-simultaneous raids, militants mowed down 34 people in Tinsukia, which has a sizeable Bihari population, eight in two separate incidents in Dibrugarh district and six in neighbouring Dhemaji. Separately, ULFA also exploded bombs on rail tracks as the New Delhi-Dibrugarh Rajdhani Express was passing, but there were no casualties.

Another blast in Assam, Army kicks off ops

Guwahati – Two policemen were injured when ULFA insurgents exploded a bomb at the Dispur capital complex on Tuesday even as the death toll in attacks by the banned outfit on non-Assamese people mounted to 70 with the death of another migrant worker. Late in the evening, a powerful bomb planted in a motorcycle parked at the entrance of a police station in Dispur exploded creating panic in the area, where the state assembly and residences of ministers are located. On Monday, 11 people were injured in two bomb blasts by the ULFA in the Satgaon area in Guwahati near the Narengi Army cantonment.

Blast outside Assam Assembly building

Guwahati – Two persons were injured in a powerful explosion outside the main gate of the Assam Assembly building at Dispur on Tuesday evening. The explosion, which took place around 7.30 p.m., was the second in the state capital in the last 24 hours. Nine persons were injured in Monday’s blast at Satgaon near the Narangi cantonment.

Cops unearth Naxal arms factory in MP

Bhopal – An Intelligence Bureau team is being rushed to Madhya Pradesh after police on Thursday unearthed an illegal arms factory here, which was allegedly making ammunition for Maoists. On Thursday, the police acting on specific intelligence had identified the factory which was operating in Bhopal’s Satnami Nagar area and recovered a huge consignment of arms including hand grenades, rocket launchers, pistols, revolvers and one carbine. Also were recovered Rs.12 lakh in cash and six boxes of Naxalite literature. The cops also apprehended six suspected Maoists and three other persons on Thursday.

Guwahati – The United Liberation Front of Asom (ULFA) has threatened to kill ruling Congress party leaders in Assam, even as the Army said that a 30-memebr rebel group involved in the massacre of Hindi-speaking migrants may have gone underground. “If any Assamese youth is killed in the ongoing Army operations, ULFA’s battalion would target and eliminate Congress leaders working at the grassroots and also state-level politicians,” a ULFA commander said to newspapers on Saturday.

Landmine blast kills 7 in Chhattisgarh

Raipur – January 16, 2007 – At least seven security personnel were killed on Tuesday in a landmine blast that took place at Jharaghati near Narayanpur, about 100 km from Bastar. Police source said that Naxalites had triggered the explosion. According to Bastar Inspector General of Police, a joint patrolling team of security forces comprising 30-odd personnel from the Central Reserve Police Force (CRPF), Special Armed Force (SAF) and district police were on a combing operation in and around Jharaghati when the Naxalites activated the explosives.

Four injured in ULFA blast

Guwahati – January 19, 2007 – Suspected ULFA militants lobbed a grenade at a shop in the Adabari Tinali area here on Friday, injuring four. In Sibsagar district, suspected ULFA acivists blew up a crude oil pipeline of ONGC at Lawka Bagan area under the Lawka police station. In another incident, the police recovered two TNT bombs from Digboi. The army also killed two ULFA militants at Mahadebpur under Pengeri police station in Tinsukia.

ULFA carries out threats, 3 dead

Guwahati – January 20, 2007 – Two days after the ULFA issued a threat to Hindi-speaking people to leave the state, a powerful blast, which occurred in Tinsukia town at 6.20 p.m. on Saturday, left two persons dead and 25 critically injured. The police said the bomb was planted on a motorcycle. A couple of hours later, the ULFA gunned down a Congress leader and panchayat head, Bogadhar Moran, in Digboi area of the district.

Two more blasts in Assam

Guwahati – January 21, 2007 – On Sunday, five people were injured in a powerful explosion caused by ULFA militants outside New Bongaigaon railway station in western Assam. In another blast, one person was killed and five others injured in a powerful explosion at the Bohari-hat market in Barpeta District, at 6.30 p.m. Barpeta Superintendent of Police said that two suspected ULFA militants who came in a motorcycle hurled a grenade on the Bohari-hat market.

Guwahati – January 26, 2007 – ULFA militants on Friday carried out two grenade attacks on the Congress office and a police outpost in Upper Assam’s Sibsagar district. In the first grenade attack, three civilians were wounded. Before this, ULFA militants hurled a powerful grenade on Rajiv Bhavan, which is the office of the Congress party at Sonari in Sibsagar district, but no one was hurt, the police said.

London – British army intelligence sources said that terrorists attacking British bases in Basra, Iraq, were using aerial footage displayed by the Google Earth Internet tool to pinpoint their attacks. Documents seized during raids uncovered print-outs from photographs taken from Google.

Video Evidence

Video surveillance is proliferating, so it’s no surprise that it’s having a bigger presence in the courtroom. “Video evidence (has become) the single most powerful kind of evidence there is,” says Harold Ruvoldt, a New York attorney. But how do you know it has been manipulated? US and Britain courts require the testimony of forensics experts before they’ll admit video evidence. Hany Farid, a forensics expert and computer-science professor at Dartmouth college, has developed a way of analyzing video data to detect signs of manipulation. Because video information is usually “compressed” to fit on a tape or hard drive, it must be uncompressed before it can be fiddled with, and then compressed again – each time leaving a telltale digital sign. Farid has developed a technique of teasing out these signs.

Bangalore gets its first and country’s third cyber crime lab

Bangalore – January 3, 2007 – The third cyber crime lab in the country to train police officers in the use of modern computer, mobile phone technologies in solving crimes, was inaugurated in Bangalore on Wednesday. The cyber lab aims to annually train around 1000 policemen drawn up from all over Karnataka on cyber crime over 10-day long training programmes at the lab.

CBI men to take cyber crime lessons

New Delhi – Another batch of CBI sleuths has been undergoing an intensive training programme with experts from Microsoft Corporation to learn the art of cracking cyber crime, including sexual abuse against children. Twenty-eight CBI officers along with cops from other state police, have been attending a special workshop on computer-facilitated crime against children. The programme is aimed at providing training to law enforcement officers from India and other Interpol member countries.

SimonsVoss Technologies, inc., of Franklin, Wisconsin, has introduced a transponder that replaces a mechanical key. A user pushes the button to unlock multiple doors and control a wide-range of equipment as authorized by the system administrator. If the unit is lost or stolen it can be easily disabled and a replacement issued without changing the lock. Its wireless communication operates at a range from 1 inch to 30 inches. Japanese scientists use radio waves to detect explosives

Hong Kong – Scientists in Japan have developed a new technique for detecting explosives such as TNT in landmines or luggage using radio waves. The technique can also identify landmines, an improvement from traditional metal detectors that cannot tell bits of metal in the ground from an actual mine.

The state of North Carolina has given police powers to dozens of private security firms, part of a growing trend in various parts of the country. At present, there are about 700,000 sworn U.S. law enforcement officers, compared with 1 million contract security officers and roughly another 1 million security guards who work directly for U.S. companies. Security experts say that the U.S. public police force is becoming similar to the public health system, with the government providing a basic level of policing and private security firms providing more in-depth policing for those who are willing to pay for it. The North Carolina private sector policing firms, dubbed "company police agencies," are attempting to convince the state's legislature to expand their powers. Private security patrols without police powers provide security in wealthy South Florida communities and for the Tri-Rail commuter trains that run between Miami and West Palm Beach.

JAGTE RAHO ABHIYAAN

Introduction

Under the aegis of the Central Association of Private Security Industry (CAPSI), and the Association of Private Detectives of India (APDI), private security agencies and investigators across the nation are observing the year 2007 as “Private Security Year.”

The fact file indicating a strength of 50 Lakh guards and investigators spread far and wide across India, dwarfs the combined strengths of our National Police (22 Lakhs) and Indian Army (15 Lakhs). It would be an unprecedented waste of resource if this strength of 50 Lakhs is not leveraged to assist the law enforcement agencies in our country fight terrorism and to maintain law and order.

One of the primary initiatives being undertaken by CAPSI & APDI during Private Security Year is the Jagte Raho Abhiyaan. As the name indicates, the Jagte Raho Abhiyaan is a movement to imbue an enhanced level of awareness and vigilance amongst our work force during the course of their routine duty. In essence, the motive behind this movement is to galvanise the 50 Lakh pairs of eyes and ears to act as an effective force multiplier for the existing law enforcement and vigilance agencies.

The Jagte Raho Abhiyan shall be disseminated down to the last guard and investigator so that no matter how remote the place, or how over committed the law enforcement agencies might be, every nook and corner of India should be covered through an effective network of information gathering, collation and dissemination. The mere sight of a private security guard should instill a feeling of security and peace amongst the common citizen and to go a step further, even when visible security is not around, the public should be able to rest assured that the ‘eyes and ears’ are working somewhere and watching over their interests.

Aim

The aim of the Jagte Raho Abhiyan is to:

  1. Offer a hitherto untapped force of 50 Lakhs personnel to assist the Ministry of Home Affairs in fighting terrorism and in maintaining law and order
  2. To streamline procedures for information gathering, collation and dissemination
  3. To make the common man feel more secure

Modus Operandi

The Jagte Raho Abhiyaan should be implemented at the state level through a three-tier response mechanism, with two of these tiers at the level of the security/investigating agency and the third at the level of the state IB/state Intelligence Department. The security agency Nodal Officer will also inform the state CAPSI Chapter Chairman, who will further inform the Secretary General, CAPSI HQ in New Delhi.

Tier I – Security Guard and Patrolling Supervisor

The security guard and investigator in the field is the first tier for information gathering. It will be his duty to remain ever vigilant and report any untoward incident or suspicious action that he observes during the course of his duty. Any such information obtained by him will be immediately intimated to his superior, i.e., the Patrolling Supervisor. The Patrolling Supervisor will immediately inform his Managing Director, who has been designated as the Nodal Officer. Where the Patrolling Supervisor is not readily available, the guard will directly inform the Nodal Officer. The situation will continue to be monitored and continuous feedback will be given to the Nodal Officer.

Tier II – Nodal Officer

The Managing Director of the security agency shall be the Nodal Officer and after receiving the information from his guard/patrolling supervisor, he will assess it for its worth after cross checking and, if need be, through personal intervention. If the situation so warrants, he will immediately inform the designated person (IB/Intelligence Department) at the state level and will, side by side, inform the state Chapter Chairman. The state Chapter Chairman will immediately inform the Secretary General, CAPSI HQ, New Delhi.

Tier III – Designated Officer at State level

The Designated Officer at state level will receive the information and take action as deemed fit. Where necessary, he can seek the assistance of the security agency that is immediately monitoring the situation.

Format for Information Gathering and Reporting

CAPSI is working out a standardized format for information gathering and reporting, which will be disseminated to all soon.

Publicity

The Jagte Raho Abhiyaan needs to be given wide publicity amongst all security agencies and private investigators in India and special training conveying it’s importance and the modus operandi must be given to all. All security personnel must greet each other with the words “Jagte Raho” and these words must also feature in all written correspondence that is generated. To make the public aware of this campaign, small car stickers of the “Jagte Raho” emblem shall be pasted on as many vehicles as possible throughout India.

Conclusion

The Jagte Raho Abhiyaan, if properly implemented, can turn out to be a highly effective tool in the hands of the Home Department in every state. The security guard and agency at the ground level will achieve immense respect for effectively carrying out this role. The 50 Lakh strength is already deployed on ground – what we are now doing is merely streamlining a procedure for their effective utilization.
