Why is the media here so negative?
Why are we in India so embarrassed to recognize our own strengths, our achievements? We are such a great nation. We have so many amazing success stories but we refuse to acknowledge them. Why?
We are the first in milk production. We are number one in Remote sensing satellites. We are the second largest producer of wheat.We are the second largest producer of rice. Look at Dr. Sudarshan, he has transferred the tribal village into a self-sustaining, self-driving unit. There are millions of such achievements but our media is only obsessed in the bad news and failures and disasters. I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news. In India we only read about death, sickness, terrorism, crime. Why are we so NEGATIVE? Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T. Vs, we want foreign shirts. We want foreign technology. Why this obsession with everything imported. Do we not realize that self-respect comes with self- reliance? I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is. She replied: I want to live in a developed India. For her, you and I will have to build this developed India . You must proclaim. India is not an under-developed nation; it is a highly developed nation. Do you have 10 minutes? Allow me to come back with a vengeance. Got 10 minutes for your country? If yes, then read; otherwise, choice is yours. YOU say that our government is inefficient. YOU say that our laws are too old. YOU say that the municipality does not pick up the garbage. YOU say that the phones don't work, the railways are a joke, The airline is the worst in the world, mails never reach their destination. YOU say that our country has been fed to the dogs and is the absolute pits. YOU say, say and say. What do YOU do about it? Take a person on his way to Singapore . Give him a name - YOURS. Give him a face - YOURS. YOU walk out of the airport and you are at your International best. In Singapore you don't throw cigarette butts on the roads or eat in the stores. YOU are as proud of their Underground links as they are. You pay $5 (approx. Rs. 60) to drive through Orchard Road (equivalent of Mahim Causeway or Pedder Road) between 5 PM and 8 PM. YOU come back to the parking lot to punch your parking ticket if you have over stayed in a restaurant or a shopping mall irrespective of your status identity... In Singapore you don't say anything, DO YOU? YOU wouldn't dare to eat in public during Ramadan, in Dubai. YOU would not dare to go out without your head covered in Jeddah. YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds ( Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else.'YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop, 'Jaanta hai main kaun hoon (Do you know who I am?). I am so and so's son. Take your two bucks and get lost.' YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand . Why don't YOU spit Paan on the streets of Tokyo ? Why don't YOU use examination jockeys or buy fake certificates in Boston ??? We are still talking of the same YOU. YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India ? Once in an interview, the famous Ex-municipal commissioner of Bombay , Mr. Tinaikar, had a point to make. 'Rich people's dogs are walked on the streets to leave their affluent droppings all over the place,' he said. 'And then the same people turn around to criticize and blame the authorities for inefficiency and dirty pavements. What do they expect the officers to do? Go down with a broom every time their dog feels the pressure in his bowels? In America every dog owner has to clean up after his pet has done the job. Same in Japan . Will the Indian citizen do that here?' He's right. We go to the polls to choose a government and after that forfeit all responsibility. We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative. We expect the government to clean up but we are not going to stop chucking garbageall over the place nor are we going to stop to pick a up a stray piece of paper and throw it in the bin. We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms. We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity. This applies even to the staff who is known not to pass on the service to the public. When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse? 'It's the whole system which has to change, how will it matter if I alone forego my sons' rights to a dowry.' So who's going to change the system? What does a system consist of ? Very conveniently for us it consists of our neighbours, other households, other cities, other communities and the government. But definitely not me and YOU. When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away. Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England . When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.

"Synergy between Public and Private Sector Systems on ‘Green Bay Dispute"

Abstract
The “Green Bay Dispute” had played an important role in the development of private security in Taiwan. The result of this event brought about a large change to the police, security service and the public. The typical cooperation model was built between the police and the security company. In addition, the private security industry earned the trust of the public and its businesses became rising and flourishing.
In 1970s, Tiang-Gong company bought a public land located at a small bay in the northern Taiwan from the government and invested a lot of capital to develop the land into a lido villa resort named “Green Bay”. Because of its wonderful beach view and convenient transportation, it became the most popular resort in the suburbs of Taipei area right after the opening. There were many disputes in the period of developing time, because the lido villas hindered the fishing route of local fishermen, and the residents who had occupied the public land for more than hundreds years were not willing to move. The residents protested in front of the gates of villa resort and even sneaked into the resort to damage the equipments. Consequently, the tourists became fewer and fewer, the business came down from bad to worse. The tourists of ‘Green Bay’ were rebounded quickly after the company hired a security service firm that adopted a new policy and cooperated with the police for protecting the resort. Local police increased more manpower and established a special task team to secure the area security, to arrest gang members quickly, and to mediate the dispute directly. The police, the owner, the community and the security service firm all are the winners in this situation.
This study used the qualitative method to interview the police officer of the special task team, the chief of the security service firm, the manager of the villa resort, and one of the local fishermen involved this case. It clarified what happened at the ‘Green Bay Dispute’, why the dispute was deteriorated and could not be coped with in time, what policy was used by the police to improve the area security situation, and what synergy was developed between the police and private security. It concluded that the most important factor of coping ‘Green Bay Dispute’ was the cooperation between the police and private security.

1. Introduction
There was a small village at the seaside of the northern Taiwan with a beautiful beach where hundreds of fishermen live for a long time. It was a peaceful, but remote place that was nameless. It was a great event that had played an important role in the development history of private sector security system of Taiwan happened within this village in 1980s. The result of this event brought about a large change of the police, security service and the public.
In 1970s, Tiang-Gong company bought a public land at a small bay in the northern Taiwan from the government and invested a lot of capital to develop the land into a lido villa resort, which was named ‘Green Bay’ by Tiang-Gong company. Because of its wonderful beach view and convenient transportation, it became the most popular resort in the suburbs of Taipei area right after the opening. But there were many disputes in the period of developing time. Because the lido villas hindered the fishing route of local fishermen, and the residents who had occupied the public land of government more than hundreds years were not willing to move. The residents protested in front of the gates of villa resort and even sneaked into the resort to damage the equipments. Consequently, the tourists became fewer and fewer, the business came down from bad to worse. Fortunately, after something of cooperation between the police and private security changed, the tourists of ‘Green Bay’ were rebounded about one year late and became one of the most famous tourism sightseeing point in Taiwan again now. This research wand to find what things were changed?
After 911 event, it became a hottest issue in national security, social security and private security, and the key problem was how to increase their cooperation between three kinds of security system. This text, by the method of interview, will discuss why the dispute was deteriorated and could not be coped with in time, what policy was used by the police to improve the area security situation, what synergy was gotten between Public and Private Security System and how to do it in order to give some suggestion to the police and private security of Taiwan.
2. Literature review
In this chapter, I want to find the factors of coping with ‘Green Bay Hacker Dispute’ successfully by discussing and integrating with ‘Routine Activity Theory’ and ‘Broken Window Theory’, to seek the trend of private security of Taiwan by comparing with the police, and to collect the situation of cooperation between the police and private security by paper and document studying.
2.1 Routine Activity Theory1
Routine Activity Theory explains the criminal occurrences by the results from gathering the conditions below:23
1. It must have the motivated offender(probable offenders).
2. It musts have the suitable target which the former wants.
3. The absence of capable guardian.
When all the three conditions are gathered (Figure 1), the crime comes up. If there is certain prevention for the former three conditions, the crime would decrease. (Figure 2) 4

2.2 Broken Windows Theory5
Broken windows theory was the first one who used the word ‘broken window’ on the essay ‘Police and Neighborhood safety: broken window’ by the American scholars, Wislon and Kelling. They suggested the policy makers, police officers, and scholars to pay more attentions to the problems of the bad behaviors of misdemeanors or misconducts that disturbed public safety and the score of the victims. Those include daubing on the walls, urinating on the streets, raising a big uproar, getting dead drunk or others bad behaviors. If social public treat with indifference or can not put a stop to them in time, those problems will become more and serious.6

2.3 Development of security service firm in Taiwan5
Secom, the first security service firm, led private security and safety service from Japan into Taiwan in 1980s, but people could not accept it universally and there were not any law about security service firms in Taiwan until 1991.8 The statistics of security service firms and their employee from 1993 to 2005 was shown on table 1. The number of companies and their employees grow up more than seven times. During the same time, the number of the police was reduced form 78,094 to 67,706 as Table 2, Both of them were compared as Figure 4.

2.4 The situation of cooperation between the police and private security
American scholar Charles A. Sennewald thinks, in the book ‘Effective Security Management’11, that there are some services can be provided between the police and private security. The public sector can provide information on individual criminal histories, information possible criminal attacks, traffic control support for special events, accept and process crime reports, coordinate with security on special enforcement projects, coordinate with security on major or important investigations, intelligence on radical or political activists, and protection during labor disputes. The private sector can contribute to the local criminal statistical data, provide the community with ‘Tax-Free’ law enforcement, and provide liaison between law enforcement and the business world.
There are many liaison program for law enforcement and private security supported by some state governments of America, such as ‘Pooling Resources in Defense of our Environment’ (PRIDE) of Michigan, ‘Virginia Police and Private Security Alliance’ (VAPPSA) of Virginia, ‘Dallas/North Texas Regional Law Enforcement and Security Program’ (LEAPS) of Texas, and ‘Area Police/Private Security Liaison’ (APPL) of New York City. Though liaisons and partnerships vary from program to program, they share similar characteristics, including ‘Networking’, ‘Information Sharing’, ‘Crime Prevention’, ‘Training’, ‘Legislation’, ‘Operations’ and ‘Research’.12
Although the circumstance of connecting between police and private security is good, the relation of them is very nervous. Some American specialists recognize that some key problems are existed. Such as, 13
1. Lacking respects for each other
2. Lacking communication
3. Some of staffs of private security lack knowledge of law
4. Competitive psyche
5. Staffs of private security lacks personal standard
6. Corruptive appearance of police
7. Police serve as private security concurrently or as a second job
8. False warning from private security system
Sometimes, some common elements of failure were included the following:14
1. Problems are not readily addressed or solved.
2. Founders or Coordinators retire.
3. Egos and personalities interfere with the mission of the program.
4. Funding is insufficient or inadequate.
5. Meetings fail to supply interest to the participants in attendance.
3. Methodology
3.1 Research method
This research used the methods listed as below to search and study:
3.1.1 Document Analysis Method
This essay uses the "Document Analysis Method" to investigate, induce, compare and analyze the interrelated Chinese and Foreign books, periodicals, essays and internet documents on security management, police duty, and Synergy between Public and Private Sector Security System.
3.1.2 Interview Method
This research uses semi-structure interview method to visit four key-persons of “Green Bay Dispute”. All the interviews were operated without standard program or fixed tables, and just under simple topic of research purposes. All persons that were visited could talk about their opinions without limit.
3.2 Purpose
This study plans to find those facts as follow:
- Why the dispute was deteriorated and could not be coped in time?
- What policy was used by police to improve the area security situation?
- What synergy was gotten between Public and Private Sector Security System and how to do it?
- What would be influenced by ‘Green Bay Dispute’ in Taiwan?
3.3 Objects
This research visits four key-persons, the police officer of the special work team, the chief of the security service firm, the manager of the villa resort, and one of the local fishermen that were involved in this case, of ‘Green Bay Dispute’. Those details of their background are listed in Table 3.
3.4 Research procedures
The procedure of researching was showed as Figure 5.
3.5 Research design
From literature review, there are several factors causing dispute and crime. This study tries to integrate ‘Routine Activity Theory’ and ‘Broken Window Theory’ into a model to explain ‘Green Bay Dispute’. The research structure was showed as Figure 6



4. Findings
We generalized from those answers by interviewing and listing them as follows:
4.1 Mistaking, Selfish, Mistrusting, Disturbing and insufficient of capable guardian were reasons why the dispute was deteriorated.
Some of their answers were quoted as follows:
Some of local fishermen thank that the company got those lands illegally, because they had lived on those lands for hundreds years from their forefathers, even though they never got ownership, and the trade of those lands between government and company was not transparent. So, they didn’t wand to move from those lands. (by Mr. D) However, the owners of villa resort thought that they bought those lands legally for several years and most of the local fishermen had known it. (by Mr. C)
Some of the local fishermen thank the lido villas hindered the fishing route of them (by Mr. D), but the company didn’t think it that because those fishing boats colkd pass in and out by using local harbor. (by Mr. C)
A lot of tourists arrived this small village without enough public reconstruction, roads or parking place, and disturbed the daily life of local residents. The bad feeling grew more and more with each passing day. (by Mr. D)
Those guards that were employed from local place without professional training could not protect the resort successfully. (by Mr. B)
It was not any department of local government could mediate this dispute successfully, though they did it everyday. (by Mr. A, B, C & D)
4.2 Manpower, Experience, Selfish, Gangsters, Mistrusting, Parade and Protester were reasons why the dispute could not be coped with in time. Some of their answers were quoted as follow:
Though there were more than ten thousand tourists come to ‘Green Bay’ resort on holiday, only six policemen worked in local police substation. The manpower of local police was not enough to keep traffic and security (by Mr. B) and they didn’t have any experience of processing this kind of event (by Mr. C & D), so that, the crime became heavier day by day.
Some of the local fishermen found that the resort succeeded in its business and made a bigger profit. They asked more money unreasonable for moving from those lands. (by Mr. B & C) Some criminal gangsters controlled the local fishermen and asked them didn’t reach any agreement with the company of resort. (by Mr. B)
Some of the local fishermen supposed that local government department, include police substation, kept very good relationship with the company of resort. They would not cope with the event impartially. (by Mr. D)
Some politicians made use of those events and tried to please the public with claptrap and abetted local residents to make protester in front of the gates of villa resort or even to sneak into the resort to damage the equipments. (by Mr. A, B & C)
4.3 More manpower, Work team, Crumbling gangsters, Improved public relations with cooperation were which policy was used by the police to improve the area security situation. Some of their answers were quoted as follow:
Police increased more manpower of local police substation. (by Mr. A, B, C & D)
Police established a special work team to keep the area security. (by Mr. B)
Police arrested most of the member of criminal gangsters quickly. (by Mr. A, B, C & D)
The police improved public relation with local fishermen and mediated the dispute directly in order to process those controversial issues between local fishermen and resort. (by Mr. B)
The police suggested the company of resort try to hire a security service firm and adopted a new policy and cooperated with the police for protecting the resort. (by Mr. A & B)
4.4 Information exchanged, Trainings and duty management were what synergy was gotten between Public and Private Sector Security system and how to do it. Some of their answers were quoted as follow:
There was much information exchanged between security service firm and the police. (by Mr. A & B) So that, The police could arrest most of the member of criminal gangsters quickly. The security service firm could understand all of situations. (by Mr. B)
Police supported many trainings and classes of traffic controlling, security managing, information collecting, resort patrolling, and baton using for those staffs of security service firm to raise their ability of duty. (by Mr. A & B)
The police suggested the security service firm modified its patrolling routine schedule in order to help police to keep the security of villa resort when the manpower is insufficient. (by Mr. A & B)
4.5 What would be influenced by ‘Green Bay Dispute’ in Taiwan was quoted as follow:
The ‘Green Bay Dispute’ was coped successfully and effectively under cooperation of the police and security service firm. It was proved that the synergy between the public and private security system was important and necessary. (by Mr. A & B)
It was successful and effective in protecting the villa resort during this event. So that, those bosses of property, estate and industry in Taiwan began to hire security service firm to keep security and safety of their companies. The number of security service firm was risen year by year. (by Mr. A, B & C)
Information exchanging between public and private security system became more and more important in the modern age. (by Mr. A & B)
The police raised the duty enforcement ability of security service firm by supplying trainings and classes under planning. (by Mr. A & B)
5. Conclusions
It tends to be more and more important for cooperating between those systems of national security, social security and private security. Although government can not support manpower, equipment and funds unlimited to protect everything, but people expect anything should be kept safely and secured. Everybody agrees that private security is the only answer of predicament. But how to do is another issue. This research tries to approach it by studying ‘Green Bay Dispute’ and there are some conclusions by synthesizing findings and literature review list below:
‘Synergy’ is the key point.
It is successful and effective to cope with ‘Green Bay Dispute’ by the cooperation within the police(the public security system) and security service firm(the private security system). Those items of synergy include information exchanged by each other, trainings supported by the police and duty cooperated by each other. I think those synergies are useful not only in this case, but also useful in any event.
The private security system will be more and more important in Taiwan.
In our society, the crime prevention is executed by the police and criminal justice system. It becomes lower effective day by day, because the budget of government is reducing and the crime rate increasing15. In this research, we can find that the number of the police is reducing year by year from 1993 to 2005, but the number of employee of security service firm was increased from 5460 to 38821. So that, the private security system will be more and more helpful for national security and social security.
It is useful for explaining ‘Green Bay Dispute’ by combined theory.
In this research, I try to combine ‘Routine activity theory’ and ‘Broken window theory’, using the model of figure 6, to explain why criminal events happened and became a dispute. The results are shown as figure 7 by generalizing those answers of interview.
