http://www.secure.nsc.org/ . REVIEWED BY: Mayer Nudell, CSC, Chairman, National Capital Chapter Terrorist Activities Subcommittee. Security professionals looking for a reasonably priced guide to help them plan for office, manufacturing, and industrial operations emergencies will be hard-pressed to do better than the National Safety Council's On-Site Emergency Planning Guide. Written by the manager of the NSC's Utilities Division, Richard T. Vulpitta, the guide is a practical workbook that includes a computer diskette containing files in several formats designed to assist the user in writing or customizing facility emergency response plans. This workbook is rich with guidelines, regulatory information, resources, checklists, and forms that walk the user through the basics of emergency planning, designing, and writing plans. It explains the key elements of these plans; the roles of local, state, and federal agencies; and essential concepts needed for the plans. And unlike some "hot-to" guides, this publication clearly points out where "canned" all-purpose information ends and specific, tailored planning begins. Noting that "85% of companies that shut down for 90 days or more after an emergency or disaster are likely to go out of business," this guide points users toward proven "best practices" for emergency planning to avoid this. The NSC's On-Site Emergency Response Planning Guide and accompanying diskette make the job of emergency planning easier. |
