Where Are We Heading To

While the security situation in Nepal remains rather uncertain, a big positive development in the overall geopolitical scenario was the historic meeting between South and North Korea. Analysts are keeping their fingers crossed. And in Srilanka, the Parliament passed a resolution enabling the LTTE and its opposite action to contest elections in the country.

Iraq and Pakistan continue to burn. Turkey, Thailand, Philippines & Russia also came under the arc of the terrorists during the month. Al Qaeda has declared ‘cyber jehad’ on the West. Pakistan seems to be passing through its worst phase. The first female fidayeen attack in Pakistan was reported. Benazir Bhutto’s reception procession faced explosions on its way. The Taliban not only kidnapped and kept in their custody a large number of Pak soldiers, they even beheaded some of the ‘captives’ brutally. Explosion in a cinema hall in Ludhiana (Punjab, India) were reminders of similar terrorist actions in the past. The ULFA in the northeastern State of Assam continued to show its fangs against the “Hindi-speaking’ people. Sustained violence forced the Central Government in India to declare a ‘war on Naxals.”

New York – October 22, 2007 – Pakistan is the most dangerous country in the world, and has become a safe haven for terrorists, a media report says. “Unlike countries such as Afghanistan and Iraq, Pakistan has everything that Qaeda chief Osama bin Laden could ask for: political instability, a trusted network of radical Islamists, an abundance of angry anti-Western recruits,secluded training areas and security services that don’t always do what they’re supposed to do,” says Newsweek in an investigative report. Then there’s the country’s large and growing nuclear programme, it adds. “What is new, and more frightening, is the extent to which Taliban and al Qaeda elements have now turned much of the country, including some cities, into a base that gives militants more room to manoeuver,” it adds. Guns and supplies are readily available, and in winter, when fighting dies down in Afghanistan, thousands retire to madrasas to study the Koran, it says. “Some of the brainier operatives attend courses in computer technology, video production and even English,” Newsweek says. A Newsweek reporter met Agha Jan, a former senior Taliban defence ministry official, in an orchard outside the city of Quetta, who recounted how he had to change homes every two nights for fear of capture, and he fled when some local villagers approached. Peshawar is perhaps the most important production and distribution centre for Taliban and other Islamist material, Newsweek adds.

4 injured in militant attacks in J&K

Jammu – Four security personnel were injured in two separate attacks by militants in Jammu and Kashmir on Monday, a police officer said. The militants fired at a joint patrolling party in the Galote-Kithar area of Kishtwar district. One jawan and a special police officer were injured in the firing. In another incident, the militants fired on policemen who had gone to serve summons at Sanar-Town in the Thathri area of Kishtwar district.

Woman Bomber Kills 17 In Pak

A woman detonated explosives hidden under her burqa at a police checkpoint on Monday, killing 16 people in Pakistan’s first female suicide attack. The blast happened on the outskirts of Bannu, a town near the troubled tribal areas bordering Afghanistan.

17 Tigers, two soldiers killed in Lanka clash

Colombo – October 1, 2007 – Seventeen Tamil Tigers and two soldiers were killed in the embattled northern Sri Lanka in different incidents, the military said on Monday. Suspected rebels exploded a roadside bomb on Monday close to an armoured vehicle carrying Air Force personnel near Vavuniya. Three airmen and a civilian were wounded in the incident, said a military spokesperson. The army killed 10 terrorists in Jafna who had come to launch attack on the defence personnel. Earlier in Mannar district, soldiers killed two rebels on Sunday afternoon and rebels also killed one soldier.

4 CRPF men killed in Manipur ambush

Imphal – October 3, 2007 – Four CRPF personnel were killed and eight were injured when militants ambushed their party along NH 53 in Senapati district on Wednesday. Assistant Commandant, Adjutant of 143 CRPF said there were two ambushes. He added that the party was returning from leave and proceeding to their company locations then they were ambushed.

Militant raid, landmine blast kill 26 in Pak

Miranshah – A landmine blast killed 14 bus passengers in Pakistan’s North Waziristan on Wednesday, hours after security forces killed 10 pro-Taliban militants in the tribal region, officials said. The militants had launched a predawn raid on a check-post in Spinwarm area, 35 km northeast of the region’s main town of Miranshah, and killed two paramilitary soldiers. Later, on Wednesday, a landmine detonated in the Toda Chana area of North Waziristan killing 14 people in a bus and wounding five, officials said.

Kabul – October 2, 2007 – A suicide attacker blew up a police bus in Kabul on Tuesday, killing at least 11 people. The attack in the west of the city ripped off the sides and roof of the bus, which was smeared in blood and flesh.

Two Majors among 12 killed in J&K encounter

Srinagar – October 3, 2007 – Two Army Majors, a soldier and 9 militants of Al Badr group were killed after a prolonged gun battle at Tangmarg area in northern Baramula district on Wednesday. Four soldiers and a civilian were also injured in the cross fire.

Polish envoy injured, one civilian dies in Iraq attack

Baghdad – October 3, 2007 – The Polish ambassador to Iraq was slightly wounded and two civilians were killed in a roadside bomb attack on Wednesday, according to Polish government officials. At least 11 people were wounded in the attack in Karradah in downtown Baghdad, the police said. A spokesman for the Polish foreign ministry said the attack seemed to target the ambassador.

Militants kill 3 abducted Pak troops

Dera Ismil Khan (Pakistan) – October 4, 2007 – Militants killed three kidnapped Pakistani soldiers before dawn on Thursday from a group of about 230 troops held by the militants, after the army raided militants hideouts near the Afghan boarder, officials said. Some 260 soldiers were seized on August 30 in South Waziristan where Taliban and Al Qaeda fighters are believed to be hiding.

Suicide Bomb on Afghan Army Bus Kills 30 in Kabul

A suicide bomber killed 30 in Kabul on Saturday in the deadliest attack in the Afghan capital since the Taliban was removed from power. The bomber, disguised in an Afghan army uniform, boarded an army bus carrying military personnel to work in the capital city. Two civilians and 28 troops were killed by the bomb, which split the bus in two. The Taliban claimed responsibility for the bombing.

Bomb Blasts in Thailand's Restive South Kills 1, Wounds 12Associated Press (10/01/07)

A soldier was killed and 12 people were wounded when nine bombs exploded in Thailand's Narathiwat province. Authorities believe that the bombs were set off using mobile phones, coordinated to simultaneously explode at 7:30 a.m. local time Monday. The bombs exploded in crowded markets, and officials believe that Buddhist monks and their soldier escorts were the targets. "The suspected insurgents apparently targeted soldiers who were protecting monks because the attack occurred at the time monks go out to collect alms," said police officer Kosol Pringkongpol. Over 2,400 people have been killed since an Islamic separatist insurgency began its attacks in southern Thailand in 2004. Recent attacks have focused on monks.

Suspected Suicide Bomber Kills 14 People in Pakistan

At least 14 people were killed Monday by a suicide bomber in the Pakistani town of Bannu, located in the restive North West Frontier Province. The bomb exploded as police were closing in on the bomber. Four policemen were killed, and approximately 20 people are being treated for injuries sustained in the attack.

2 Bomb Blasts Hit Outside Shopping Mall in Turkey

Two bombs exploded Tuesday near a shopping mall in western Turkey, killing one person and injuring 10 others. The first bomb went off Tuesday morning in a garbage container outside the shopping mall in Izmir, wounding two cleaning workers. A few hours later, a second bomb exploded in the same area, killing one and injuring eight.

Bomb Explodes in CD and Video Shop in Northwestern Pakistan, 12 People Wounded

At least 12 people were wounded when a bomb exploded in northwestern Pakistan, destroying a CD and video shop. Police officials believe that Islamic militants were responsible for the bombing, which took place in Peshawar, near the Afghan border. Peshawar police chief Abdul Majid Marwat said, "We suspect the involvement of those people who in recent months had sent letters to the CD and video shops, warning them to shut their businesses, saying it is against Islam." Eight nearby stores were damaged in the attack, and at least some of the wounded are still in critical condition.

Naga militants kill two, injure four

Sibsagar - Two persons were killed and four injured in an attack by suspected NSCN militants on the Assam-Nagaland border. Suspected NSCN militants swooped down on Naginimara village and sot dead a brick kiln owner and a labourer on Friday night, the police said.

19 killed, 41 hurt in two separate car blasts in Iraq

Baghdad – October 9, 2007 – Two car bombs targeted a local police chief and a prominent Sunni sheikh working with US forces against Al Qaeda in Iraq in a northern city on Tuesday, killing at least 19 people, authorities said. A parked car bomb struck a commercial area in the Khulani district, killing at least twelve land wounding 25 people. Another parked car bomb killed seven people and wounded 16, according to the police. In Beijij, a Sunni city 250 km north of Baghdad, a minibus laden with explosives crashed into the house of a local police chief, while a Toyota Land Cruiser blew up outside the home of a leading member of the local awakening council.

US says al-Qaeda trying to get WMDs

Washington – October 9, 2007 – Osama bin Laden’s al-Qaeda network is still trying to acquire weapons of mass destruction, including nuclear and biological arms, a new White House report on homeland security said on Tuesday. “We also must never lose sight of al-Qaeda’s persistent desire for weapons of mass destruction, as the group continues to try to acquire and use chemical, biological, radiological, or nuclear material,” it said.

Bin Laden may be in city, not cave: ex-ISI chief

London – Osama bin Laden could hide more easily in a city than a remote tribal region, a former Pakistani intelligence chief said on Tuesday, challenging the notion that the al-Qaeda leader is probably holed up in a mountain cave. “In the countryside or in tribal areas it’s difficult to hide yourself because people live there and operate in a manner in which finding out about unusual presence is very important,” said Lieutenant-General Asad Durani, former chief of Inter- Services Intelligence agency (ISI).

Attack on Iraq base kills 2

Bomb blasts hit Pakistan music shops, cop is killed

Peshawar – October 11, 2007 – Suspected militants blew up six music shops in restive northwest Pakistan while a policeman was killed in a resulting gun battle with the rebels, officials said on Thursday. Militants also injured a barber, a police official said. Earlier on Thursday, two blasts rocked a town damaging three more music shops and the hair saloon, the police said.

2 killed in blast at Ajmer dargah

Jaipur/New Delhi – Two people were killed and 17 injured on Thursday when a bomb ripped through the dargah of the Sufi saint Khwaja Moinuddin Chisti in Ajmer. Officials said the bomb went off at 6.12 P.M. about 50 metres from the saint’s mausoleum.

Fidayeen strike at CRPF camp in J&K

Srinagar/New Delhi – A fidayeen attack in Srinagar left three police personnel injured on the eve of a 72-hour ceasefire declared by the Pakistanbased United Jihad Council. Officials said a two-member suicide squad stormed the headquarters of 144 Battalion of the Central Reserve Police Force housed in a hotel. CRPF officials said the militants threw grenades at a guard post outside the hotel, and used the ensuring chaos to enter the premises.

Bomb Kills Barber in Northwestern Pakistan

A series of bombings in northwestern Pakistan have targeted shops considered by extremists to be offensive to Islam. In Kohat, a bomb destroyed ten music shops on Wednesday; music was banned by the Taliban during its brief rule over Afghanistan. In Karak, bombs damaged two music shops and damaged a barber shop, killing the owner. Islamic militants in the province have warned barbers not to shave customers; under the Taliban, men in Afghanistan were required to grow beards. The bombings follow another one in Peshawar on Tuesday that targeted music shops and wounded a dozen people.

Mall Explosion in Manila Kills 8

At least eight people were killed and up to 70 injured in an explosion that hit a crowded Manila shopping mall on October 19, leaving the capital in its highest state of alert. "It's too early to say if it's terrorism related," says Manila police chief Geary Barias. The Philippines has been the target of several al Qaeda-linked attacks over the past few years, including a 2004 ferry bombing by Abu Sayyaf that killed 116 people. Earlier this year, security officials were informed of a possible terror plot to set off bombs in Manila's financial district.

9 killed in car bomb attack in Samarra

Baghdad – October 14, 2007 – Nine Iraqi civilians were killed and four others were wounded when a suicide bomber driving an explosives-laden fuel tanker was fatally shot by the police and his truck blew up near the police headquarters in Samarra, 95 KMs north of Baghdad, the police said. At least three police officers were wounded in the ensuing fighting, according to police.

Blast in Ludhiana cinema hall, 7 dead

Ludhiana – October 14, 2007 – Terror struck Ludhiana late on Sunday when at least seven people were killed and over 30 injured after two consecutive powerful blasts rocked Shingar cinema hall in the town. Deputy Inspector General of Police said the blasts were aimed to create “terror”, and ruled out the possibility that they could have occurred “accidentally.”

Car bombing kills 6, injures 25 in Iraq

Baghdad – October 16, 2007 – A car bomb exploded near an Iraqi Army checkpoint in Baghdad on Tuesday, killing at least six people, officials said. The explosives-laden car was parked near a gas station across the street from the checkpoint when it blew up, according to the police and Army officials. The officials, who spoke on condition of anonymity, said four civilians and two Iraqi soldiers were killed and 25 people were wounded. No body claimed responsibility for the attack.

Explosions in Pakistan

Karachi – October 18, 2007 – Two explosions hit former Pakistani prime minister Benazir Bhutto’s convoy late tonight, killing more than 20 people as she returned to Pakistan from eight years in self-imposed exile. BBC reported that over 30 people were killed and more than 100 injured. Militants linked to al-Qaeda had threatened to assassinate her. Bhutto had stood in plain view on top of the vehicle, ignoring police advice to stay behind its bullet proof glass.

Seven killed in hotel blast

Islamabad – October 30, 2007 – At least seven people were killed and five others injured on Saturday when a bomb planted in a passenger van went off near a hotel in a town in Pakistan’s Balochistan province. The bomb was apparently planted to target some persons who were traveling by it, the police said.

12 Turkish soldiers killed in Kurd rebels ambush

Turkey – October 12, 2007 – Kurdish rebels ambushed a military unit near Turkey’s border with Iraq early Sunday, killing at least 12 soldiers. The soldiers died when rebels blew up a bridge as a 12-vehicle military convoy was crossing it, CNN-Tuck television said. In a separate incident, 14 people were injured when a bomb exploded as a minibus passed near the area where the soldiers were killed, CNN-Turk said.

Darfur Rebels Kidnap Oil Workers

Members of the Justice and Equality Movement (JEM,) a leading Darfur rebel group, attacked a Chinese-owned oil field in the Kordofan region Tuesday, kidnapping two foreign workers. JEM said that it launched the attack because foreign oil companies were funding Khartoum's war in Darfur, giving the companies a one-week deadline to stop operating in the region.

7 die in attack on Shia targets

Baghdad – October 22, 2007 – Bombs struck Shia targets in Baghdad on Monday, killing at least seven people and wounding two dozens, and an adviser to a prominent Sunni politician was gunned down, the police said. Within minutes, another blast struck the police arriving at the scene. Three civilians were killed and 11 people wounded. A roadside bomb struck a minibus near Kahramanah Square in Karradah, killing four people and wounding 12, the police said.

16 Pakistan soldiers killed in ambush

Islamabad – At least 16 paramilitaries were killed on Thursday when an explosion ripped their truck in Mingora in the Swat district of the North West Frontier Province. The truck was transporting ammunition and Frontier corps personnel and it hit an improvised explosive device planted on the road. Some suggested it was caused by a suicide bomber.

Blast in Baghdad, 8 killed

Baghdad – October 27, 2007 – A bomber struck near a bus transit point in southeast of Baghdad, killing eight people and wounding 13 others. The blast targeted restaurants frequented by government employees and construction workers, according to officials. Also Saturday, the US military announced the death of a soldier killed during small arms fire while conducting operations.

Militants behead 4 Pak troops

Swat (Pakistan) – October 27, 2007 – Authorities recovered the beheaded bodies of four Pakistani security forces on Saturday after militant supporters of a hardline cleric was publicly executed. A spokesman for the cleric, Maulana Fazullah, said seven other people kidnapped on Friday from the same minibus on Friday had also been killed.

Azerbaijan foils : “terror” attack on embassies

6 killed, 45 hurt as ULFA triggers blasts in Assam

Guwahati – Six persons were killed and 45 hurt in two powerful blasts triggered by ULFA rebels in Tinsukia and Doomdooms towns, both dominated by Hindi-speaking people, in Upper Assam’s Tinsukia district on Sunday. The rebels later blew up an oil pipeline at Tengakhat in Dibrugarh district.

Centre declares war on Naxals

New Delhi – October 2, 2007 – A blueprint to wage a war against Naxalites will be finalized this month-end that will see the government pumping in money and firepower to liberate areas under Naxal domination. Eight districts across four states have been selected for the first round. “We are going to nullify the cause and effect of the problem; address developmental issues that draw people to Naxalism and launch counter-offensive operations to neutralize the armed cadre,” a senior home ministry official said. “It is time to take battle right into Naxal strongholds and stay there rather than conduct operations at the fringes and let them disappear into the deep forests,” said security officials. As a part of the central strategy, the police are also being told to provide personal security to key functionaries like executive magistrates to enable them to take decisions against Naxalites without fear.

Maoists to focus on urban centres

According to a document available to the Hindu, the Central Committee of the CPI (Maoist) formed a five-member Urban Sub-Committee (USCO) and entrusted it with the task of preparing an Urban Perspective document. The document was to be approved by the Polit Bureau later. The USCO has been asked to keep in focus past successes and failures in organizing the workers of Public Sector Undertakings (PSUs), Multi-National Companies (MNCs) and other organized sectors, contract and casual labour in unorganized sectors. The Central Committee identified four ore areas for concentration. “The coal mineral belt in and around areas of struggle in Eastern and Central India, the Golden Corridor (possibly Bihar to Singareni collieries belt), other industrial areas, Railways and the MCD workers (MCD might denote Municipal Corporation of Delhi which employs a large number of sanitation workers).

Naxals strike again, kill five police officers

Raipur, Oct 29: Five Policemen were killed on Monday after Naxalites fired at their patrol party in Bijapur district of Chhattisgarh. Police sources said about 50 rebels surrounded the police-men – 16 Special Police Officers and fur district personnel – who were on their way to Pallabaya for a road opening operation. Naxals kill five cops, steal arms

Raipur, Oct. 30: About 200 armed naxalites killed five policemen and seriously injured three others before looting eight sophisticated weapons from the security forces in Chhattisgar’s Bijapur district, police soures said on Tuesday, “Six sophisticated INSAS weapons and two .303 rifles were looted after 200 naxalites attacked a 20-member police party about five km from Bijapur district headquarters,” sources said over the phone.

Al Qaeda Declares Cyber Jihad on the West
DEBKAfile (10/30/07)

Al Qaeda has declared an "Electronic Jihad" against their enemies in an Internet announcement on Monday. According to the message, the campaign will begin on Nov. 11 with cyber attacks on 15 targeted Web sites. Eventually, al Qaeda plans on having hundreds of thousands of active hackers, promising them a chance to fulfill their jihad obligations over the Internet. The announcement included instructions on how to join the jihad through an "impenetrable" e-mail network that will allow hackers to contact al Qaeda without alerting security agencies. The campaign appears to be in response to Western intelligence agencies' ability to find and shut down al Qaeda's Web sites almost immediately.The day of the announcement, several of the organization's Web sites were crashed by American intelligence experts, although they were back online Tuesday.

Bandh stopped, DMK to fast – Landmark decision by Supreme Court

New Delhi/Chennai – September 30, 2007 – The Supreme Court on Sunday directed the DMK-led Democratic Progressive Alliance in Tamil Nadu not to go ahead with its proposed bandh on Monday demanding speeding up of the Sethusamudram project. A bench comprising acting chief Justice B.N. Aggarwal and Justice P.P. Naolekar, holding a rare Sunday sitting, directed the DMK and its allies not to go ahead with the bandh either on October 1 or any other date, as bandhs per se were illegal land unconstitutional in view of the court’s earlier ruling on the subject.

New Delhi: The Supreme Court has asked trial courts and High Courts across the country not to be swayed by emotions and not show misplaced sympathy for workmen in labor cases. “In recent times, there is an increasing evidence of this, perhaps well-meant but wholly unsustainable, tendency towards denudation of the legitimacy of judicial reasoning and process,” said a Bench quoting an earlier judgment.

ASIS International Annual Seminar and Exhibits 2007

ASIS International Annual Seminar and Exhibit is undoubtedly, one of the biggest security events in the world. Visitors, Exhibitors, delegates from all across the world come and participate.

This year’s show was perhaps the biggest. There were 24,359 people from more than 50 countries who attended the show. The show was focussed around convergence, as I anticipated, the Convergence of IT and Physical Security.There was one pre-education full-day seminar dedicated to the subject –“Security Managers’ Introduction to Managing IT Security”.

It was a magnificent display of products and solutions at one side by over 3000 companies and a series of more than 150 educational sessions to choose from on the other side, by world famous speakers and experts. The networking luncheons and dinners offered fantastic opportunities to know people and talk business, culture, countries, world politics and sports.

Out of the educational seminars, few were extremely interesting. The sessions included Physical Security, Operations, IT, Management, Convergence, BCP,Disaster Mgmt, CPTED and Computer forensic etc. The few that I could attend were as under:

Apart from various technology solutions for Access Control, Surveillance, Fire detection, Personal Safety products, that were shown and displayed by various companies at their booths, one could also have the access to ASIS Book store to get all ASIS publications and also to choose from other publications, a lots and lots of study material for the personnel either preparing for any ASIS examination like CPP or even otherwise.

It was a great learning experience, both in terms of security Industry related news and information and also see a wonderful management of such a large series of simultaneous events.

Conclusion:

  • We need to learn much from the event security and upgrade ourselves to match international standards;
  • Technology will slowly replace most of the methods of Security implementation and is already playing a significant role &
  • United States has accepted and is geared up for the convergence of IT and Physical Security. The debate is who would adopt what first – meaning IT professional would get into Physical Security and supervise the Security Department of an organisation or Physical Security professionals will upgrade their IT knowledge to have a complete control of Security Situation in any facility.

The leading security services provider now ranks as the first security company in Asia Pacific to receive such a high credit rating from Crisil. The company already has a countrywide ISO:9000:2000 certification for all its offices product segments and training academies.

“Although Crisil is working in the Asia Pacific region since 1987 and has rated over 1,500 SMEs so far, it is for the first time that a company in the field of security services has been adjudged for SME-1 rating,” said Crisil business head (India) Sachin Gupta while presenting the SME-l rating certiflcation to SIS founder and chairman RK Sinha. Mr Gupta admitted that key detenninants for SME- 1 rating included the long and established track record of the company in the security business, sound market reputation of its promoters and its extensive geographic reach across India.“It has also put in place a scientific process for the recruitment and training of personnel,” said Mr Gupta. He acknowledged the diverse range of services provided by SIS, besides its world class accounting, auditing and quality assurance system.

Expressing satisfaction over its performance, Mr Sinha said it had become the fastest-growing security services provider in Asia Pacific, recording a 60% growth during the past fiscal. Its projected growth will be 65% for the current fiscal. The company has also clocked 80% increase in profits in FYO5-07, declaring 20% dividend to its shareholders. “A number of high net worth individuals and internationally renowned PE funds have also shown interest keen interest in the growth of the company, with intentions to invest in SIS for its future growth and diversification of the business. All these are under the active consideration of the company,” Mr Sinha told ET.
