News Letter for September 2005
Dear Mr. Nath,
We are glad that the president of India has accorded consent on 23rd June 2005 on The Private Security Agencies (Regulation) Act,2005.
We in Maharashtra are at present functioning under the Maharashtra Private Security Guards (Regulation of Employment and Welfare) Act, 1981. The Act of 1981 has created the security Guard Board and also for the security guard working for the board under section 23 it has granted exemptions for certain security guards to operate under the employees agency. The word Security Agency is no where found in the Act. 1981 or the The Maharashtra Private Security Guards (Regulation of Employment and Welfare) Scheme, 2002. The Act of 1981 has also created the rules for the The Maharashtra Private Security Guards (Advisory Committee) Rules, 1981. This Act of 1981 now extends to the whole State of Maharashtra.
The Private Security Agencies (Regulation) Act, 2005 is an All India Act which deals with the appointment of controlling authority, also it says no Security Agency can operate without licence. It gives details as provision of eligibility, application of licence, Renewal of Licence, Cancellation and Appeals etc . It also empowers the State Government to make rules. The Private Security Agencies (Regulation) Act, 2005 is a proper Act which must supersede the Act of 1981.
We are grateful to the Home Minister for making it legal and permissible.

I've just got back to office after a brief leave.
Thank you so much for the encouragement.
There is one thing though that I must tell you. The basic story of the waves, as I mention in my story, is borrowed. It's to be found in a book titled "Tuesdays with Morrie" by Mitch Albom. Of course, I've narrated it from memory and in my own fashion. The original, in my opinion, is a bit too brief and lacks emotion. And for the last two lines ("Think not your are a wave. Know you are the ocean.") I've had to fall back on my recent reading of Indian philosophy.
Sometime long back, when I was a journalist, I had dreams of publishing a book of stories. But as I left the profession, my dreams left me. But now that I have got encouragement from a published author, I think I will try to put together something again.
The newsletter that I edit among various other things is "Inside ICRA".
It's meant for ICRA employees, present and past. Will be glad to send you a copy of the forthcoming issue.
