The IISSM stands for the International Institute of Security and Safety Management.
The IISSM was established in 1991 as a registered non-profit educational society. Regn. No.: 304 / 92-93 under Societies Act 21 of 1860.
The basic purpose of starting IISSM was to organize and impart all-round training relating to the profession of security, fire prevention and allied subjects, and thus promote professionalism in security industry.
The International Headquarter of the IISSM is at E-1, East of Kailash, New Delhi – 11065, India.
Over a period of time, the IISSM grew as the pioneering and unique body comprising practising professionals belonging to users, providers and consultants in the field of industrial security and safety management, and gradually started functioning as a kind of apex body in the field of security management in India. Participants in various IISSM programmes and particularly in its annual International Seminars started coming from private sector industries, public sector undertakings, private security agencies, security equipment manufacturers, academic institutes as well as departments and ministries of the Government and thus the IISSM came to be accepted as a referral body for security industry in India.
The IISSM is a private registered professional organization. There is no system or provision of private professional bodies being formally recognized by the government. The IISSM has, however, been regularly in touch with the governmental agencies, as could be illustrated from the following:

- Important government dignitaries have graced IISSM programmes.
- Ministries and departments of the government and governmental agencies have deputed officials to IISSM programmes for participation as paid delegates and observers.
- While the Bill for Regulation of Private Security Guards is under consideration of the Government, the IISSM, on request from Shri Rajesh Pilot, the then Minister for Internal Security, had in 1994 set up an Expert Committee comprising renowned professionals and sent up recommendations in line with the interest of the security profession. This has been followed up by the IISSM by sending a fresh set of amendments as late in January 2000.
- IISSM has played a critical role behind the enactment of the Private Security (Regulation) Act 2005 since 1994. MHA has now directed us vide his letter No.24021/17/05-PM-I Dated October 27, 2006: “As far as conducting of training of private security agencies or its employees is concerned, this would have to be organized in the private sector, in accordance with norms prescribed for the purpose. In this regard, the Institute could assist in shortlisting the right institutes for training of private security personnel. ”
- IISSM has sent up the Standards to the Ministry, where it is now under consideration.
- The IISSM has organised training programmes in association with government-owned institutes like the Indian Institute of Public Administration (IIPA), New Delhi and the Indian Institute of Coal Management (IICM), Ranchi.
